Charles Smith is a Partner at Flagship Government Relations. Charles has more than twenty-five years of significant legislative and management experience in shaping and implementing federal and state governmental policies. Mr. Smith has served as the legislative director and senior national security advisor to two United States Senators where he was directly responsible for advising the Senators on national security and foreign relations, and provided the day-to-day direction and oversight of the Senators’ professional legislative staff. Mr. Smith has also served as the Executive Director and Special Assistant to the Chairman of the 1995 Defense Base Realignment and Closure Commission. In this position, he built and managed the commission staff comprised of a diverse mix of military officers, General Accounting Office personnel and other professionals. Before coming to Washington, Mr. Smith worked in the Illinois State government as Assistant Deputy Secretary of State. Mr. Smith earned an M.A. in Business and Public Administration from the University of Illinois, Springfield, and a B.S. in Political Science from Loyola University, Chicago.
